Happy Cloud download. can't play

I'm returning to LOTRO and I saw there was a new download you can do that is supposed to stream the download while you can still play. When I try to log in it says "Game client file (lotroclient.exe) was not found. The next update process should download the correct file". It never updates when I restart the launcher. Right now Happy Cloud is downloading something in the background (it's taking kind of long).. is that what is downloading? I thought we were supposed to be able to play while the download was going on. I'd appreciate any help.. thanks

edit- Nevermind. It's working now :)
