after clean new install game stuck at examine programs

The problem started this saturday morning when all of the sudden the game kept getting stuck at examine programs.
I went and did all the steps shown on the treads, and finally did an clean new install (yes i deleted the 2 folders that don`t get deinstalled) after which I still got the same problem, so I deinsatalled again, downloaded the game installer again via pando media booster, and what shall I say, the problem stays the exact same.
