in game sound lag when watching cinematic videos

hi i just downloaded lord of the rings online the first video when you first enter lord of the ringss online and watch this video https://www.youtube.com/watch?v=WooWhB5U984 it doesnt lag when the narrator talks but afterwards when i click on the movie it lags but im not sure if its the video ro the sound but i think its the sound and before i entered the game it says im using directx10 graphic card i think and the error is ERROR 134 and afterwars i went into the game after i clicked ok

here is my system requirements

cpu: AMD sempron si (tm) 2.10Ghz
graphic card: ATI HD raedon 3200 (approx memory 380)
ram: 1gb (767mb) usable

also i like to say how do i find this thread again without going through forums and servers and all that hassle
