Game launcher is stuck at the "Examine Game Data" phase.

I've tried just about everything reccomended for fixing this problem but nothing has helped. If anyone out there has encountered this problem and has been able to resolve it, It would be most appreciated if you told me your exact steps on fixing the issue.
