Stuck at "Installing Pre-reqs"

I downloaded and patched the game yesterday with no issues. I played for a bit then shut down the computer.

Today, I'm stuck at "Installing pre-reqs." I've searched extensively but have found no answers that work for me.

What I've done:
- Ensured that all lotro .exe files have firewall access
- Attempted to load the game using TurbineInvoker.exe instead of the TurbineLauncher.exe
- Rebooted and reset my modem and router
- Did a clean of the PC temporary files using CCleaner
- Ensured that the "No proxy" is checked in the proxy settings of the game/launcher

I'm still unable to access the game through my desktop or laptop. All pings are successful, but the game will still not load on either machine.
